The bank's periodic overview of how Africa is doing constitutes the best source of statistical information on the continent and an excellent barometer of current thinking, both by donors and development economists. Reiterating the emphasis of previous reports on agricultural productivity, the focus here is on developing human skills and effort. Thus the bank's staple prescription for liberalization now aims at freeing individual initiative at the grass-roots level and upward. Structural adjustment programs are now enjoined from impairing welfare or training programs. Finally, better governance is explicitly defined to include more democracy. An extremely useful source.
