The author, who served on the staff of the National Security Council in the Carter and Reagan administrations, provides a valuable historical overview of the staff's uneven evolution and shifting roles. He believes in a strong NSC system and recommends measures designed "to transcend the idiosyncrasies of individual administrations and provide cohesion to national security decision-making."
