The author, a Norwegian historian, is a perceptive analyst of American foreign policy since World War II and its historiography. This volume brings together some previously published essays and includes a new, long discussion of the generally benign nature of the American "empire." He takes a middle position between triumphalists and declinists by noting that "there is still no evident successor state to the United States."
