This book fills a real gap by illuminating the oft-changing policies of neighboring states toward the Palestinians and the P.L.O., especially since the start of the intifada in 1987. The chapter on the effect of the uprising on Israeli thinking is also particularly good. Those on Soviet and American policies have little that is new but they round out an excellent book.
