Though other things come into the picture, the main target must be the use of carbon fuels, and Cline estimates that there are some attractive cost-benefit possibilities. Since damage increases as time passes it is sensible to look ahead to, say, the year 2300, but the recommendations call for a staged program to allow for adaptation as scientific knowledge increases.
