The authors present views of supplier countries interested in stability and regional powers concerned with deterrence and equity. The tone is serious, nonpolemical and often dubious that arms control can be promoted without progress toward resolving regional conflicts. While devoid of surprises, this is a useful, if not inspiring, collection.
