Although the title of the book edited by Savoie and Brecher is not construed very rigorously, many of the essays are provocative and often critical of conventional lines of analysis. The attractive autobiography of economist Benjamin Higgins, the object of the festschrift, focuses mainly on the lessons he learned at each stage of his work in Libya, Indonesia, the Philippines, Latin America, Africa and in his own country, Canada, where he specialized in regional development.
