Not exactly a sequel to its predecessor of 1995, this work reflects the contributions of a number of analysts at the Institute for National Strategic Studies at NDU. They examine the tools of American power, divided into nonmilitary, political -military, and war-fighting instruments. The quality of the analysis is good, but made considerably better by well-designed and useful tables, maps, graphics, and inserts. Without deprecating the text, one would find it worthwhile to browse through the volume for these insertions alone.
