Central Asia's Second Chance
September 11 and the attention it brought gave Central Asian regimes a "second chance," and so far, Olcott argues, both they and their Western partners have blown it. Central Asian leaders have not taken advantage of Western support or the security benefits of the Taliban's defeat. They have failed to abandon the drift toward authoritarianism by opening their political systems or to begin creating the transparency essential to economic progress. The United States in particular did not anticipate the longer-term risks of easing pressure for reform in the name of security cooperation, and Western economic aid has done little to promote regional economic integration. As a result, the future could well bring trouble and instability -- when an old and rapacious set of leaders passes from the scene, or when those left out have had enough, or when change in one country prompts leaders in another to interfere. Between summary judgment and prediction, much of Olcott's book briskly surveys what is right and wrong, wise and unwise, in each of the five countries that make up Central Asia.

Realist international relations theorists usually would predict that the basic pressures of the international system will force the United States and China into conflict. But properly understood, realism offers grounds for optimism in this case, so long as Washington can avoid exaggerating the risks posed by China's growing power.
Last year both South and North Korea celebrated the twentieth anniversary of their establishment as separate political entities. Each had, at its inception, claimed the entire Korean nation as its legitimate domain, and each vowed to rid the other of the foreign power that was said to have created it. The year 1968 was also an anniversary of two other events. It was the 4300th anniversary of the legendary founding of the Korean nation, and the 1300th anniversary of the Silla Unification in A.D. 668, when the nation was brought under a single, centralized political rule. The irony of commemorating concurrently two decades of cold-war division and thirteen centuries of unified nationhood under a highly centralized political system was not lost on the Korean people.
Beijing has recently stepped back from its unconditional support for pariah states, such as Burma, North Korea, and Sudan. This means China may now be more likely to help the West manage the problems such states pose -- but only up to a point, because at heart China still favors nonintervention as a general policy.
