Claude Kitchin and the Wilson War Policies

Congressman Kitchin, of North Carolina, was Democratic leader of the House of Representatives during the Wilson Administration, though he opposed many of the President's policies. He fought preparedness and all legislation which he felt would involve us in the European War. Professor Arnett's effort to rehabilitate Kitchin's political reputation is fairly successful, though in places his book seems special pleading rather than history. An interesting feature is a partial clarification of circumstances surrounding the "Sunrise Conference" of April 1916, at which certain Congressional leaders are alleged to have dissuaded Wilson from going to war at that time.
