Elihu Root

In the first issue of Foreign Affairs, Elihu Root, former secretary of war, explained how the Great War laid the foundations for democracy. "We have learned that war is essentially a popular business," he wrote, "All the people in the countries concerned are enlisted in carrying it on. It cannot be carried on without their general participation."
