Lord Reading prepared this article prior to the publication of the British Government's recent White Paper (Cmd. 4268) containing proposals for the future government of India, and prior to the appointment of the Joint Select Committee, consisting of equal numbers of members of the House of Lords and the House of Commons, which is now studying those proposals.
