The Harvard political scientist Samuel P. Huntington worked in part at the juncture of political theory and practice. As a consultant to the State Department in the 1960s, he was one of the proponents of the 'strategic hamlet' program, and in the Carter administration he served briefly as coordinator of security planning at the National Security Council. But more important, the ideas articulated in his major writings were central to some of the major debates within American policymaking circles over the past fifty years.

The global economic crisis has revealed the folly of large U.S. budget and trade deficits, as well as of the strong dollar that makes them possible. If it is serious about recovery, the United States must balance the budget, stimulate private saving, and embrace a declining dollar.
