The threat of war between NATO and the WP still exists, though it is lessening. It could be further reduced by arms control and defence policies conducive "toward a structure of forces with a more defensive character, and with greater emphasis on new technologies that could reduce the role of heavy armored divisions". The basic goal is to reduce capability for sudden large-scale attack.
A new U.S. emphasis on African maritime development -- dedicated not only to rooting out piracy but also renovating ports and investing in job creation -- could improve African security and economic growth.
To be successful in the Middle East, the Obama administration will need to move beyond Iraq, find ways to deal constructively with Iran, and forge a final-status Israeli-Palestinian agreement.
