A gifted Pakistani official of the World Bank has produced one of the best books on the New International Economic Order. Growth, aid, the environment, bargaining power and development strategies are all treated with sophistication combined with vigorous advocacy of new approaches. Three passages describing the evolution of the author's thinking are exceptionally good.
