Mr. Sheehan's full-length study, complete with verbatim dialogue, may revive the controversy about how and why State Department secrets were leaked to him. But the real message and great merit of the book lie in its comprehensive and substantially accurate account, from many sources, of Kissinger's shuttle diplomacy and creation of a credible American Arab policy where none existed before.
