One of the regional studies sponsored by the Rockefeller Commission on Critical Choices, this collection of essays raises many familiar, and some new, questions about the "troubled partnership." The contributions are of high quality - informed, judicious, often profound. Most of them have as much to say about the European states themselves as about our relations with them. The volume makes some suggestions for improving the working of the alliance, but it offers no bold departures. For, as Landes concedes, "the choices presented to us are few, and none is really critical."
