At the core of this book is a very useful paper prepared in 1974 by a most experienced international civil servant. Left incomplete at Martin Hill's death was his endeavor to take account of the changes in the U.N. system resulting from the Seventh Special Session and other recent events and, though edited by colleagues, this part is only partially successful.
