A former director of the Defense Intelligence Agency launches into a vigorous, though not always analytically rigorous, criticism of the strategic arms negotiations as conducted by both the Democratic and Republican Administrations. Graham's blast is directed against the whole concept of mutual assured destruction, as well as the SALT II accord.
