A competent survey of the course of Soviet policy on the German question and relations with the two Germanys from World War II to the present. Treatment of individual issues and episodes (especially in the realm of Soviet-GDR relations) is skimpier than the specialist might wish, but the overall success of Moscow in gaining normalization with the Federal Republic while maintaining firm control of the GDR is well described and well documented.
