An analysis, based on extensive archival research, of French policy toward Germany during and after World War I. The author propounds-convincingly-a novel interpretation: the French sought economic collaboration with Germany; then, when frustrated, embarked on the Ruhr occupation, without clarity of plan or purpose. A monograph of some importance and timeliness.
