The shortcomings of public and private national stockpiles and the International Energy Agency's emergency plans are made clear by Krapels' original, sharp analysis. His prescriptions for improvement fit well with those of the contributors to the Harvard Energy and Security research project. While the latter stress the inadequacy of economic and financial measures to provide secure supplies of oil, their recommendations for diplomacy and military posture are rather general. Their dozen studies are well tied together.
