This good collection of papers and comments by Americans and Europeans focuses on the Common Agricultural Policy but recognizes that American farm policy leaves something to be desired. The authors are better at showing the difficulties of alternative methods of negotiating than at imagining drastic new approaches, but there is a sound recognition that something new is needed even if international action can produce only "modest improvements in the way in which governments intervene in agricultural markets."
