If international terrorism could be defeated by the printed word, we ought to feel optimistic by now about society's ability to cope with it. Of course, the explanations are not foolproof and the advice is often conflicting. The volume edited by Gutteridge explores the origins (in ethnic nationalism and extreme-left ideology) and exploits of terrorist organizations in Western Europe, with excellent case studies of France, Spain, Italy and Germany. Professor Murphy's book has a more specific focus: the provisions in international and national law applicable to terrorism. It is a useful reference on the present state of affairs and an agenda for future action.
