Well aware of the limited impact of the two reports by his international commission, former West German Chancellor Brandt brings many of the main themes up to date in a survey that is at once very broad and quite concrete. It reads well. The personal tone helps, not only because it sharpens some of the points in Brandt's own experience, but because there is a good bit of nuance and differentiation. But the basic concerns with North-South relations and the East-West arms race continue, as is hardly surprising.
