The military confrontation in Europe may be an old subject but Jonathan Dean sheds considerable new light through imaginative, yet realistic, assessments and proposals. The former ambassador to the Mutual Balanced Force Reduction talks, Mr. Dean believes that the high point of the confrontation has passed and that the next 20 years will see its decline but not its elimination. The dismantling process, he argues, must be carefully managed through a combination of arms control and political moves. This is an excellent book-comprehensive in its treatment of the issues, up to date in its analysis, and displaying the political sensitivity of a seasoned player.
