Toward A Comprehensive Test Ban

Fetter assesses this most elusive of arms control objectives in the matter-of-fact manner of a scientist. His conclusion about the effect of a ban is that "the connection between testing and the missions that forces could perform is weaker than both proponents and opponents [have maintained]." In particular, testing is not crucial to deterrence, only to "war-fighting" strategies, and so he favors a complete-as opposed to a threshold-ban, perhaps done in phases as verification techniques permit.
