An excellent study, both historical and contemporary, of Soviet theory and practice in relations among communist parties and states: sovereignty, proletarian internationalism, socialist international relations and intervention. The Brezhnev Doctrine was not invented in 1968; its essence had long been Soviet policy. Is it still in force? Does it apply to rebellious constituent Soviet republics? The author concludes that it is too early to write its obituary. But he wrote that conclusion before the cataclysmic events of late 1989.
