An advocate's plea for making national interest, defined largely in the traditional vocabulary of political/military realism, the guiding principle of foreign policy. The author contends that "the military power of the Soviet Union has not diminished. Its government continues to develop and deploy newer and better weapons. . . . The KGB is as active as ever." How easy it is for an author to be overtaken by events in this decade of the 1990s!
