This is a nice primer to an issue, long on the horizon, that emerged with Iraq's militarily trivial but politically potent Scud missile attacks on its neighbors. The book is most useful in framing the need for controlling exports against broader concerns about American competitiveness in a world no longer dominated by East-West rivalry, concerns that may argue for less controls, not more. Her suggestions are sensible, not just for strengthening the Missile Technology Control Regime but for taking Third World security seriously.
