The pivotal essay in this excellent collection is "The Canadian Malaise and Its External Impact" by Gilles Paquet. It raises the question if four separate nations-Quebec, Ontario, Western Canada and the Atlantic provinces-might have a greater international impact than one internally divided state. The volume places far more emphasis on Canada and the Americas than one would have seen a generation ago.
