Largely a technical study. The authors are firm proponents of a comprehensive nuclear test ban (American reservations prior to the Clinton administration being defined as stonewalling). A brief but competent survey of issues pertaining to the monitoring of such a treaty, the monograph is silent on the kinds and consequences of cheating. The appendices include the Swedish and Australian drafts of a treaty, which the essays compare.
