Reforming the United Nations: New Initiatives and Past Efforts
Kluwer Law International, 1997, 33464 pp.
This mind-boggling work consists of three 1,000-page volumes reprinting every major reform proposal laid out for the United Nations since its inception. A reference work intended for legal experts, it makes no pretense of evaluating or analyzing the different suggestions. The sheer volume of writing on the issue of U.N. reform is testimony to the dysfunctional and perhaps ultimately unreformable character of the organization.
