Europe and the American Tariff

A professor at Pennsylvania State College thinks that neither cancellation of the war debts nor a radical reduction of the American tariff would greatly aid Europe to settle its main economic problems. Europe will hold a diminishing place in our foreign trade. America should look to her home markets for greater economic stability.
