This is a documented study published under the auspices of the Royal Institute of International Affairs. The author has for years been secretary of the Minorities Committee of the British League of Nations Union. A goodly part of the book is devoted to background material -- the evolution of the national state and the development of ideas of nationality, as well as the growth of national movements in central and eastern Europe. The rest of the book analyzes the minorities treaties of the postwar period, the procedure before the League, the value and working of the guarantees.
