Professor Shotwell was one of the leading experts in Colonel House's "Inquiry." This commission, organized in 1917, assisted the American Government, first by preparing for the Peace Conference and second by helping work out the terms of the treaties at Paris. Except for five introductory chapters of "retrospect," Professor Shotwell's book consists of his diary from December 3, 1918, to July 9, 1919.
