This is one of the better expositions of the problem of peace and war to come from liberals. The authors had a part in preparing the Senate munitions investigation and are therefore well informed. They make it quite plain that no war -- even one on behalf of democracy -- can be fought by the United States save at the cost of placing the country under a military dictatorship that might be very difficult to get rid of after the war was over. On the other hand, their alternatives do not always recommend themselves as realistic.
