Professor Richter for a number of years occupied an important position in the Prussian Ministry of Education. No one will question his knowledge of the German mentality and of Germany's educational apparatus, but doubt may properly be expressed as to the adequacy of the measures he proposes for reforming a whole generation corrupted by Nazism.
