Professor Fleming retells vividly, even passionately, the unhappy story of how a minority in the United States Senate managed to prevent American participation in the World Court despite the fact that every President since Wilson recommended our entry. One of his suggestions for preventing a repetition of this experience is a constitutional amendment providing for treaty ratification by joint resolutions of Congress.
