Can Representative Government Do the Job?

Mr. Finletter, who for several years served as Special Assistant to the Secretary of State, believes that the apparatus of our Federal Government, despite its demonstrated flexibility, cannot as constituted cope with the urgent problems of both foreign and domestic affairs now facing it. He therefore makes several concrete proposals, one of which would require a constitutional amendment, looking toward a better integration of Congress and the Executive branch.
