In a series of much-discussed lectures the former Counselor of the State Department appraises the principles and application of United States foreign policy in the last half-century. With them he reprints two articles originally contributed to Foreign Affairs. The burden of his message, expressed in an undogmatic manner, is a critique of our "legalistic-moralistic approach to international problems."
