Based on eight weeks of discussion among experts at the Merrill Center for Economics in the summer of 1953, this report deals very broadly with American foreign economic policy in matters of trade and commerce, exchange and investment, and demonstrates a healthy awareness of the complexity of the issues. The author, who is well equipped for the task of pulling together and organizing the material, was formerly Assistant Secretary of State for Economic Affairs.
