It is good to have Mr. Kennan's Reith lectures available in book form since much of the debate on their contents seems to have been carried on out of context. There is much material for debate in his views on some form of withdrawal and disengagement in Central Europe, on military defense and the weapons race, and on the non-European world. But as he says, "What I have tried to suggest here is not what governments should do but what they should think about." As always Mr. Kennan's thoughts are conveyed with style and taste.
