The report of an unofficial committee of six sent to Haiti under the auspices of the International League for Peace and Freedom. The members, after a careful examination of the conditions and after interviewing many of the officials, give an excellent survey of the circumstances leading to the occupation and a dispassionate picture of conditions as they have been under American control. They unanimously recommend that steps be taken to effect the evacuation of the American forces and the return to a normal constitutional régime, and offer suggestions as to the ways and means by which this change may be brought about.
