The World Policy of Germany 1890-1912

By Otto Hammann
Knopf, 1927
269 pp. $5.00

This outline, written by the former Chief of the Press Division of the German Foreign Office, is noteworthy not so much for new facts which it presents as for the breadth of view of the author. It is easily one of the most readable and instructive books on the origins of the war, written with real understanding in a spirit of generosity and tolerance.
