The author reviews the relations of the South American states to the various powers, approaching the problem from the standpoint of Latin America itself. The chapters dealing with the attitude of France and Germany respectively are particularly illuminating and will cause discussion. The Pan-Hispanic movement and immigration problems are successfully handled.
