An English radical plainly states the issue of cosmopolitan capitalism and anarchy and urges the need of some sort of world government in order to assure peace and economic unity. The fundamental difficulty as he sees it lies in the incompatibility of the ideas of national sovereignty and modern international business. Unless we can devise some method of handling international problems by international organs there can be no hope of definitively overcoming the obstacles to peace.
