The first volume of American documents dealing with the war. It covers primarily the questions of neutrality and neutral trade, and supplies further evidence of the tension which arose between this country and Great Britain over rights of search, etc. It again is made quite clear that Mr. Page was more concerned in getting the United States to adopt the British viewpoint than to force England's acceptance of the American stand. The material is of the greatest value and is admirably edited.
