Though an exile from his native land, the former Italian professor and deputy succeeds in keeping his writings free from recriminations. The present volume is one of the few constitutional histories of Fascism written by a competent authority. Remembering that the constitution of 1848 is technically still in force, the author examines first the pre-war system and its functioning, but the larger part of the volume is taken up with a careful study of the Fascist régime in its relations to the preceding constitutional system. The student will find in this book much valuable information and much close reasoning.
