The German professor attempts to approach the study of English pre-war policy through an analysis of the English political psychology. He himself is convinced that the alleged encirclement policy would have been quite foreign to the English traditions of chivalry and fair play, to say nothing of the proverbial objectivity and humanity of English political life. Without attributing to the English any Mephistophelean intentions (and serious scholars hardly take the Einkreisung theory too seriously), we must confess that some of the British documents published to date are hardly consonant with the theory of a detached policy. Perhaps the most valuable part of the present book is the account given of the German "innocentist" organization and propaganda, with which the writer is completely at odds.
